Union Of Russia And Belarus Works Out Constitutional Principles

Specialists from the presidential administrations, governments and parliaments of Russia and Belarus have worked out the Constitutional Principles of the Union of the two states, the Union's State Secretary Pavel Borodin said at a Moscow news conference. The principles, which took 7 months to elaborate, were compiled into a 55-page document. According to Borodin, the Parliamentary Assembly of the Union of Russia and Belarus has also drawn up a draft of the Constitutional Act, which is intended as a supplement to the Constitutional Principles. The Constitutional Principles focus on the ways of managing the Union of Russia and Belarus, including those dealing with protection of common borders, budget drafting, admission of new members to the Union, the Union's policy in respect of currency and the issuing center, and defence matters.
