Nevinnomyssk could have been blown up twice

A Stavropol regional department of the Federal security Service and Prosecutor’s Office in the Stavropol region city of Nevinnomyssk held a special joint operation on July 18 and discovered a ZIL-130 lorry stuffed with explosives in a garage.

RIA Novosti was informed in the Stavropol regional department of the Federal Security Service on Monday, a tank with liquefied gas, 800 kg of mixture supposedly consisting of aluminum powder and ammonium nitrate and 2 kg of C-4 plastic explosive were found in the lorry. Wires from a sack with the explosives led to the lorry's bottom.

The owner of the lorry was identified, but his name is not published due to the investigation. The Stavropol regional prosecutor’s office instituted criminal proceedings on the basis of this find. Acts of terrorism using vehicles is the best method of guerrillas. Similar explosions sounded in Yessentuki and Mineralnye Vody in March of 2001. The city of Nevinnomyssk was mentioned then as a probable place of another terrorism act. Quite fortunately, the organizer of that act of terrorism was detained near Nevinnomyssk. Arasul Khubiyev testified that a Karachayevo-Cherkessiya citizen, Khajimurat Debirov, had paid him $1,000 to drive a lorry stuffed with explosives.
