On Friday Igor Sergeyev, the President's aide on strategic stability issues, and Andrei Nikolayev, Chairman of the State Duma Defence Committee, were decorated with special awards instituted by the Lower House Defence Committee for helping to draw up legislation for the country's defences. Decorating Sergeyev, Nikolayev, chairman of the Defence Committee, noted that it was with the personal participation of Sergeyev, the former Defence Minister, that work was conducted on such important laws as "On Martial Law," "On Emergency Situations," "On Alternative Civilian Service," and on the law raising the pay of servicemen to the level of that paid to civil servants, which was adopted on Thursday in the third, final reading, and many others. Igor Sergeyev, in his turn, thanked the Defence Committee and noted that from the moment the current State Duma's defence committee began to work, conditions were for the first time created for resolving the problems that had accumulated in that sphere. Andrei Nikolayev has been awarded for his competence, insistence and dedication.
