Vladimir Putin has spoken out in favour of elaborating a programme of integrating the country's defense-industrial complex into the market economy. When addressing a joint board sitting of the Russian State and Security Councils, the president stressed that such a programme is crucial for enhancing the complex's investment friendliness, including for private and foreign companies. The head of state noted that attraction of foreign investments will be done with account for all national-security requirements. Putin stressed "this does not rule out organisational changes". Helpful can be establishment of integrated scientific-industrial enterprises, which would combine different forms of property, her said. The president pointed to the aircraft building as a positive example of the effort, adding that integrated scientific-industrial enterprises can become the nucleus of the renovating defense-industrial complex. To Putin, this will provide for a better use of available resources and put an end to inefficient spending. The president said that breakthroughs in the development of the complex, boosting its efficiency and competitiveness are possible on the basis of consistent and competent introduction of market-economy tools. "There is no other way. Herein lie the entire country's national security and economic development interests," said Putin.
