The deputies of the Russian parliament considered two variants of the decree “On the state policy regarding the Kaliningrad region.” As a result, they passed the document that was offered by the committee for international affairs. The State Duma, in particular, offered to charge the Security Council with the task of completing the elaboration of the state policy concept of the Russian Federation regarding the Kaliningrad region, “which totally takes account of its peculiarities and the necessity of the accelerated socio-economic development of the region, as an integral part of the Russian Federation with a goal to create a region of cooperation between the Russian Federation and the European Union.”
The deputies also offered to commission the Russian Foreign Ministry to make it a goal at the negotiations with the European Union to sign the special agreement between the Russian Federation and the EU. This agreement covers the questions about the Kaliningrad region. The goal of the negotiations with Lithuania and Poland is to strive for the preservation of the mutual non-visa entry order to cross the borders of the region for the regional citizens and for the citizens of the neighbouring states.
It was decided to recommend the Russian government to pass the federal program of the socio-economic development of the Kaliningrad region, envisaging its priority funding.
The world has a different look on the international politics on the whole after the events of September 11 in America. The opinion about Russia’s role in the international politics has changed as well. In the new stage of relations between Russia and NATO, Russia and the EU has left its own mark on the problem of the Kaliningrad region. Many of the moot questions, such as NATO expansion, non-visa entry, foreign investments in the economy of the region, and others, are now going to be considered by all interested parties taking into account of the real facts. Most likely, a lot of issues of the Kaliningrad region are going to be solved taking Russia’s opinion into consideration.
