The first task was to draft and submit to the State Duma proposals specifying the criteria of referring enterprises to the category of small business. The second instruction was to streamline tax legislation with a view to introducing a simpler system of small business taxation and the system of taxation of certain operations. The third task was to come up with proposals on simplifying accountability as far as the single social tax goes.
