Retail Alcohol Market Shrinks in Krasnoyarsk Krai Amid Tightened Regulations

The retail alcohol market in Krasnoyarsk Krai is contracting as businesses struggle with rising operational costs and stricter sales windows. The regional Ministry of Industry and Trade reports a decline in both the number of licensed entities and active points of sale over the first half of the year.

Authorities attribute this market contraction to two primary mechanisms: an increase in state license fees and the implementation of a new law that took effect in March. This legislation reduced the permitted alcohol sales window in apartment buildings by four hours—sales are now restricted to the period between 10:00 and 21:00.

The shift in regulations triggered an immediate spike in compliance failures. Since the start of 2026, inspectors have recorded 76 violations of retail alcohol sales rules, resulting in total fines exceeding 1.9 million rubles. The most frequent offense is selling spirits during prohibited hours.

To monitor the market, the Ministry of Industry and Trade integrates data from the Unified State Automated Information System (EGAIS) and the "Chestny Znak" tracking system, alongside citizen complaints. Over the past six months, this oversight included 363 field inspections and 48 unscheduled audits, some involving test purchases.

Alongside enforcement, the ministry issued 235 warnings and conducted 15 site visits to retail points. Educational seminars were also held in coordination with Rospotrebnadzor. Consumers are encouraged to use the "Chestny Znak" and "AntikontrafaktAlko" applications to verify product authenticity.

Currently, there are 706 organizations operating across 6,074 retail sites in the region. In the first half of the year, the Ministry issued or extended 520 licenses—88% of these applications were processed via the Gosuslugi digital portal.

Additionally, regulators focused on seasonal hospitality venues this year, issuing 28 positive compliance certifications for outdoor service areas to date.
