Arctic Zone Boom: 30 Trillion Rubles Set to Reshape Northern Russia
Russia is developing a comprehensive strategic project to integrate the development of the Arctic Zone and the Trans-Arctic Transport Corridor through 2036. The initiative synchronizes the economies of Northern and Far Eastern regions with national security requirements, focusing on creating regional employment to prevent migration to central Russian provinces.
The plan links industrial growth to social infrastructure upgrades, including new housing, schools, hospitals, and energy-efficient utility technologies in northern cities.
Funding and Employment
The project is based on a financial model featuring a portfolio of 270 large-scale projects scheduled for completion by 2035. The total estimated cost exceeds 30 trillion rubles.

Yuri Serdechkin, Deputy Minister of the Ministry for the Development of the Russian Far East and Arctic: "More than 90 percent of this amount is non-budgetary investment. Only about two trillion rubles are provided as budget investments, necessary primarily for creating the infrastructure framework."
Arkhangelsk Region Initiatives
Northwestern regions are submitting specific proposals for inclusion in the general plan. The Arkhangelsk region is prioritizing port modernization and technical diversification.
Svetlana Elizarova, Deputy Minister of Economic Development and Industry of the Arkhangelsk region: "The key project among them is an investment project for the construction of a year-round deep-water seaport in Arkhangelsk. Currently, the investment declaration for the project has been developed."
Additionally, the region has proposed establishing a base for the development of maritime unmanned systems.
Logistics and Infrastructure
All planned industrial sites and construction projects are tied to the Trans-Arctic Transport Corridor. This logistics chain is designed to connect Murmansk and St. Petersburg with Vladivostok via the Northern Sea Route and internal waterways.
Project developers state that attracting qualified personnel to the Arctic depends on creating a comfortable urban environment; therefore, road and port development is being executed alongside the construction of residential housing and educational centers.
