RAO UES deputy head comments on energy bills

Bills on the restructuring of the electrical energy sector have become less liberal since they were submitted to the State Duma for ratification, and this creates additional risks for the sector, Vyacheslav Sinyugin, deputy head of RAO UES, told journalists at the State Duma today. At the same time, he highly appreciated amendments introduced by the Fatherland-All Russia faction concerning the ban on rolling blackouts. However the Deputy CEO noted that it would be technically complicated to stop rotating power shut-offs, because it would require additional programs on upgrading energy facilities.

Moreover, Sinyugin said he was positive about establishing the maximum level for electrical and heating energy tariffs. He also pointed out that RAO UES head Anatoly Chubais met with Moscow Mayor Yury Luzhkov yesterday and they agreed to on principles of restructuring Mosenergo. In particular, the Moscow government will take part in capitals of the electrical energy and heating energy network companies that are to be formed in Moscow and the Moscow region.
