The new regulations will be valid for citizens of the Russian Federation, having a registered place of residence in the region.

The allowances will be paid from 2013. The amount of each of them will be 5,817 rubles ($90). It is planned that four thousand children will receive such payments in the region. The right for monthly allowances will be provided to the  families, whose average income per person is below the established norm. In the Nizhny Novgorod region, as of January 1, 2012, the amount of such income is equal to 18,307 rubles ($562).
