Allowances for large families approved in Nizhny Novgorod

The governor of the Nizhny Novgorod region Valery Shantsev signed a decree approving regulations for the provision of monthly payments at the birth of the third or more children. Such parents are supposed to receive the allowances  until their children reach the age of three years. The new regulations will be valid for citizens of the Russian Federation, having a registered place of residence in the region.

The allowances will be paid from 2013. The amount of each of them will be 5,817 rubles ($90). It is planned that four thousand children will receive such payments in the region. The right for monthly allowances will be provided to the  families, whose average income per person is below the established norm. In the Nizhny Novgorod region, as of January 1, 2012, the amount of such income is equal to 18,307 rubles ($562). To receive such payment, citizens should contact the social security district offices within three months after giving birth. The decision on granting the allowance will be made within ten days.

The minister of social policy in the region, Olga Noskova, also said that March 2013 would see the start of payments of the regional maternity capital. According to the minister, there were  5809 certificates issued for the right to receive the regional maternity capital.  

As of 2011, the birth rate in the Nizhny Novgorod region remained stable. In 2010, 36,299 children were born, and in 2011 - 36,315 children. By the number of births in 2011, the Nizhny Novgorod region is one of five leaders of the Volga Federal District. In eight regions of the district, including the republics of Bashkortostan that traditionally shows the growing birth rate (97.6 per cent over 2010), Mordovia (99.5 per cent over 2010) and Chuvashia (99.4 per cent over 2010), the indicator began to decrease.
