Nearly the whole city of Luhansk was left without electric power and water supplies. During the shelling, the Kirovskaya substation in the Kamennoobrodsky district of the city was damaged, the press service of the Luhansk city council said. As the fighting continues, maintenance crews can not go to the site to repair equipment.

Local residents say that in the city, there is no cellular communication, no television and no Internet.

On July 17th, the Western filtration station located near Lugansk, stopped working. As a result, 13 towns in the district receive non-filtered and non-antiseptisized
water.
