Jakarta Shifts To Systematic Imports Of Russian Raw Materials Despite Global Pressure
Indonesia is moving toward a long-term contract for Russian crude oil imports to stabilize its domestic fuel market. Indonesian Minister of Energy Bahlil Lahadalia confirmed that the process has entered a second stage, transitioning from spot purchases to the preparation of a durable supply agreement.

Supply Volumes and Logistics
The Indonesian side expects to import up to 150 million barrels of oil. The first physical shipment has already been completed—the tanker Sierra delivered approximately 770,000 barrels to the port of Balikpapan. This specific cargo was shipped from the Russian port of Kozmino and is valued at $75 million.

The use of Russia's eastern ports allows for more efficient logistics between the two nations. The shipments consist of low-sulfur ESPO grade oil, which is compatible with Indonesian refinery specifications.
Economic Terms and Strategic Drivers
Price remains the primary driver for the shift in procurement strategy. Sources indicate that Russia granted special pricing conditions for an initial block of 100 million barrels, with the potential to expand the order further. This allows the Indonesian state-owned company Pertamina to reduce raw material costs.
Artem Loginov, Macroeconomist: "Indonesia demonstrates a classic example of sovereign energy policy, where national security prevails over political risks. For Jakarta, Russian oil is a way to balance the budget and restrain price growth at gas stations."
According to financial analyst Nikita Volkov, a long-term contract reduces uncertainty for both parties—providing Russia with guaranteed sales in Asia and Indonesia with energy security.
While Indonesian authorities acknowledge the risk of secondary sanctions, they have stated that their actions remain within international law and regulatory frameworks, prioritizing national interests over external pressure.
