The St. Petersburg-based design board Rubin will this week be negotiating a contract on the raising of the sunken nuclear submarine Kursk with a consortium of Western companies that incorporate the Netherlands' Heerema and Smit Tak and Norway's Haliberton, Deputy Russian Prime Minister Ilya Klebanov said on Monday, Interfax reports. The raising operation will begin in late summer or early fall, Klebanov said.
