Moscow gives a positive appraisal to the declaration of Ibero-American states devoted to the struggle against terrorism. According to the Russian Foreign Ministry, the declaration focuses on the refusal to indulge terrorists in any way. The heads of Ibero-American states - Spain, Portugal, Brazil, and Spanish-speaking Latin American countries - spoke their minds against granting asylum to persons involved in terrorist acts, saying that they must be extradited and tried according to national legislations and international agreements in compliance with the UN Security Council and General Assembly resolutions.
