Federation Council To Step Up Work

The new regulations of the Federation Council, which are expected to be adopted as a basis at the coming session of the house scheduled for January 16, stipulates the intensification of its work. Acting chairman of the Council's commission on regulations Nikolai Tulayev said at a briefing on Friday that the draft of new regulations stipulates that the Federation Council's sessions will be conducted not less than twice a month. According to the senator, the number of sessions is being increased to avoid mistakes in the process of making laws. If earlier the Federation Council, as a rule, considered only the laws which, in compliance with the Constitution, should be necessarily considered in the upper house, then now the senators are going to examine all the legislative acts adopted by the State Duma. "The work of the State Duma and the Federation Council should be done simultaneously, so that the laws have good quality," Tulayev said. The sessions of the upper house's council will be held every week, on Tuesdays, and not one or two times a month as was the case earlier. Tulayev recalled that the regulations stipulate the creation of five new committees and five new commissions. There will appear committees on natural resources and ecology, local self-government, judicial-legal questions, financial markets and industrial policy, and commissions on ensuring the upper house's activity, methodological realisation of constitutional powers of the Federation Council, on the affairs of youth and sports, on information policy and on ties with the Russian Audit Chamber. In addition, Tulayev said, the draft of the new regulations will finalise that no factions can be created in the Federation Council on the basis of political or territorial affiliation.
