Federation Council Approves Bill On Martial Law

The Federation Council, the Upper House of the Russian parliament, approved the bill 'On Martial Law' unanimously - 153 senators voted for it with no abstentions. The bill set regulations for the introduction and cancellation of martial law in Russia, the usage of the armed forces and other troops, the authority of state and local governing bodies under martial law and the legal status of citizens and organizations. In particular, one of the reasons for the introduction of martial law would be an aggression against the Russian Federation or a direct threat of such aggression. The Federation Council is to consider the introduction of martial law within 48 hours after a corresponding order is signed by the Russian President.
