State Department spokeswoman Marie Harf said that Russia was destabilizing the situation by deploying missile systems in the Kaliningrad enclave.
Harf made the statement at a press briefing, responding to the question about the appearance of Iskander complexes in the westernmost part of Russia. "We brought the concerns of neighboring states to Russia about the deployment of missile systems in Kaliningrad," she said.
In turn, Russia's Defense Ministry spokesman Maj. Gen. Igor Konashenkov stated that the deployment of divisions in the Western Military District was not contrary to any international agreements or arrangements.
