Russian submarines to cut Internet in USA?

The United States fears that Russia may cut America from the Internet. According to The New York Times, one should not disregard the presence of Russian vessels and submarines in the waters, where they can damage communication cables. Web connection and telephone communication is likely to be cut in the event of a conflicting situation between Russia and the United States. The newspaper does not specify whether the US government was working to prevent such a possibility, though.
