Russia bluffing about military plans?

Lithuanian Defense Minister Juozas Olekas said that Moscow had problems with building cause-and-effect links. In his opinion, Russia is bluffing, wishing to respond to US plans for the deployment of heavy weapons in Eastern Europe. After all, the States is trying to help other countries respond to Moscow's aggressive actions. The Lithuanian minister referred to the Ukrainian crisis and the deployment of Iskander complexes in the Kaliningrad region.

"There are NATO members that want US troops and hardware to be deployed in European countries. The ruling "elites" of those countries are trying to fully protect themselves from some negative effects and so on. They all belong to NATO, but as we know if there is an attack on one of these countries, it would mean an attack on the entire bloc. Although, of course, there is no attack and there are no plans for any attack. We fully understand that, but they still want to have American military units on hand."
