Can Russia deploy nuclear weapons in Crimea?

Joint NATO nuclear missions must be discontinued. According to the Director of the Department on non-proliferation and arms control at the Russian Foreign Ministry, Mikhail Ulyanov, the owners of destructive technologies do not need to hand over control over the technologies to other countries.

This is stated in the first and second articles of the Treaty on the Non-Proliferation of Nuclear Weapons.

According to the official, the United States violates those articles making references to some agreements from the 1960s, of which Russia knows nothing.

Some European officials say that Russia will violate law by deploying nuclear weapons in the Crimea. This  is where the Ukrainian government stands, for example, but the Russian administration believes that Russia has a full right for such a move.
