The USA is developing a new nuclear doctrine. American experts believe that today’s system of U.S. nuclear forces is out of date. Now they are going to change nuclear targets on the territory of Russian federation. The U.S. is going to retarget their nuclear missiles from large Russian cities to 12 most important Russian economic facilities. According to the U.S. experts destruction of these facilities will paralyze Russia’s economy and Russia will not be able to maintain military resistance.

Russia’s Vice Prime Minister Sergey Ivanov, who administers defense industry issues, stated that the new state-run arms program from 2011 to 2020 stipulated a complete re-equipment of Russia’s strategic forces. U.S. Defense Secretary Robert Gates has rejected a Russian suggestion that both countries scrap plans to place missile systems in Eastern Europe. Russian President Dmitry Medvedev said in a televised interview with French journalists broadcast Thursday that Moscow was willing to reconsider deploying Iskander missiles in its westernmost region of Kaliningrad if Washington did not place 10 missile interceptors in Poland and a missile-tracking radar in the Czech Republic

Mr. Gates apparently believes that US missiles deployed near Russia's borders would be very good for Russia itself. However, Russia's Iskander systems in Europe would be highly inappropriate for the USA. Gates said Wednesday that Russia should not feel threatened when Eastern European countries strengthen their ties to the West. "Russia has no need to impede a sovereign country's desire to more fully integrate with the West," said Gates. "Doing so is not a threat to Russian security, nor is further cooperation on cyber issues."
