Population census may fail in Russia

The Moscow arbitration court ruled in favor of ABBYY Software House, whichprotested against results of the tender conducted by the Russian StateStatistics Committee. The tender was aimed at choosing electronic systemsfor the upcoming population census in Russia. In the event this courtdecision is not cancelled by a higher court, authorities may fail toconduct the population census, as there is no time for a new tender, theKommersant newspaper reported. ABBYY protested that the tender commissionconsidered only one of the participants of the competition - Krok company -at the second stage of the tender. At the second stage, companies proposedfinancial terms for supplies of electronic equipment. Krok estimated itsservices at 51.5m rubles, while ABBYY asked for about 41.2m rubles. Thecourt agreed with this and some other arguments of the plaintiff..
