President Putin: federal legislation to be drastically improved

Vladimir Putin called the division of powers between different levels of power one of the most important tasks. Speaking on Tuesday in the Federation Council, the Russian President pointed out that a special commission now deals in detail with the division of powers.

Then, according to the head of state, "a large-scale perfection of the federal legislation will have to be carried out." "To this end, undoubtedly, it will be necessary to cooperate with regional legislators." Another common task, pointed out by Vladimir Putin, is the development of local self-government. He said that the federal centre "is in debt to this level of authority," Therefore, emphasised the President, support of local self-government "is becoming one of the most important trends in the state's policy." The head of the state also drew attention to the "efficiency" of the laws being passed and to the "constant analysis and the generalisation of the practice of applying laws.", In connection with this, Vladimir Putin underscored the role of the "mixed" system of "forming regional parliaments." This system, said the President, "will make it possible for the political parties to nominate to legislative bodies people who are most suitable for this kind of work.

Apart from that, the President emphasised the importance of bringing regional legislations to conformity with the federal legislation and thanked the regional legislators for this work.

Vladimir Putin also spoke in favour of the development of "good working contacts" between the legislative bodies of the subjects of the Federation with plenipotentiary representatives of the President in the federal districts.
