Russian President Vladimir Putin thinks it inadmissible to have any more variances between federal and regional legislation. Addressing the Federation Council, or the upper house of the Russian parliament, on Tuesday, he said the work that was done to adjust regional legislation to federal laws had "strengthened the state system and streamlined the formation of a single legal space in the country." The president added that he hoped cooperation between regional legislative authorities and the federal parliament would help avoid variances between federal and local laws. He particularly emphasized that laws must be "technological" and "applicable," because that is what guarantees success of social and economic reforms in the regions and ensures welfare of citizens, business development, and development of civil initiatives.
