Russia is interested in forming an international gas pipeline consortium in Ukraine but talks on this deal are "not advancing easily".

Under a preliminary deal signed in June, the leaders of Russia, Ukraine and Germany agreed to form a consortium to upgrade and manage Ukraine's pipeline system. It carries 90% of Russian natural gas export to Europe.

There are still a lot of key points that have not been decided yet. For example, who will control and manage the project as Ukrainian opposition is afraid that Russia's gas monopoly Gazprom might try to take monopoly control over it.

Although Ukrainian President announced the agreement will be signed today during a summit of former Soviet republics in neighboring Moldova.
