At the end of November, Sergei Kuchin, the Minister for Information Technologies, Communication and Mass Media of the Nizhny Novgorod region, conducted a meeting with the workgroup for cooperation between the government of the region and enterprises in the field of communication, which provide their services on the territory of the region. The directors of 13 largest enterprises of the regional communication industry took part in the meeting.

On October 6, 2011, Valery Shantsev, the governor of the Nizhny Novgorod region, signed the agreement about the development of the economic, communication and technological cooperation between the government of the region and cellular operators that provide their services in the region. The agreement was signed within the scope of the XVI International Scientific and Industrial Forum "Russia United."

The prime goal of the signed documents is to satisfy the growing needs of the residents of the Nizhny Novgorod region in high-quality communication services. The above-mentioned meeting of the workgroup marked "the first step on the way to consolidate the common efforts of cellular operators to fulfill the contractual obligations," Sergei Kuchin said.

The participation of the directors of the region's largest communication enterprises in the meeting means that all market members realize the importance of the objectives to provide a higher quality of services and to expand both the coverage zone and the quantity of services provided to subscribers of cellular networks, the minister said.

The participants of the meeting considered the questions to elaborate joint suggestions taking account of the interests of all sides in introducing amendments to the legislation for further development of the industry in consumers' interests.

The officials also discussed the steps to execute the recent instruction of Russia's President to provide broadband Internet connection (including wireless connection) in colleges, including academic buildings and dormitories. Seven companies, which provide such services in the Nizhny Novgorod region, have already evinced their interest in the project.

"It was good to see that the companies, which act as competitors on the market of cellular communication, set out their readiness to develop a consolidated position in the interests of the whole region, even though the companies follow their own commercial interests. All that carries new opportunities for developing new cellular communication services in the region. It also goes about broadband Internet connection, innovative projects, cheaper tariffs and many other things," Sergei Kuchin said.

For the time being, there are 4.700,000 subscribers of cellular networks in the Nizhny Novgorod region.
