The "human factor" might be a cause of the Kursk's wreck, said admiral Igor Kasatonov, the former Chief of the General Staff of the Russian Navy. The admiral stressed that owing to this all current documents on combat training in the navy should be revised. According to the admiral, amendments should be first of all introduced into the documents regulating organisation and conduct of exercises on all Russian fleets - Northern, Pacific, Baltic and Black Sea. It is necessary to introduce new ship steering rules focusing on security precautions for ships and permanent combat readiness units. "These security measures must give a 100% guarantee that tragedies like that of the Kursk will not be repeated," according to Kasatonov.
