Cooperation or servility? Visit of Mr. Joe Biden to Brazil

In 1947 President Eurico Dutra of Brazil sent to Congress the draft of the Statute of Oil. The presidential proposal was to buy oil and create domestic refineries. Oil exploration, itself, still released to international companies supported this decision in awe, on the "verge" of a war between the United States and the Soviet Union.

General Tavora penned a thesis called "Continental Safety". According to the General, Brazil should ensure the supply of oil to the United States in view of the role of the nation in defending the continent against the Soviets. Thus defending national oil exploration through a state company, as demanded by broad sectors of Brazilian society, would be a serious security threat to the United States facilitating therefore the domination of the continent by Soviet troops.

After 66 years since the thesis of General Tavora we find the same disposition of our authorities to collaborate with continental security. The visit of the U.S. Vice President, Joe Biden, indicates the resurrection of the thesis of the Cold War. Biden, during a previous Democratic Party rally, presented as the main flag of his candidacy for the presidency the energy security issue.

The energy security of the United States assumed control of all areas with productive potential including the Arctic and Latin America. In the first case Mr. Joe Biden - in a speech to the graduates of the Coast Guard shortly before traveling to Brazil - remembered the commitment of these soldiers in occupying previously frozen areas stating: (...) 'You are prepared for the future of the Arctic including complicated operations that were never performed by the Coast Guard."

The future in this case means ensuring the safety and access of U.S. companies for the exploitation of mineral resources including oil. The strategy for realization of this project is not new. The cannon and capital come together.

In Brazil, resumes the old discourse of cooperation. Incidentally, the theme of the visit of the Vice President of the United States is exactly this. Joe Biden arrives in the country to address the energy cooperation between Brazil and the USA.

We can understand this "cooperation" through the words of Mr. Paulo Sotero, Director of the Brazil Institute at the Wilson Center on the objectives of the visit of the U.S. Vice President: "Energy cooperation is probably a key factor in this relationship with a view that the United States seeks to overcome the dependence on Middle East oil. "

Right. Brazil continues delivering raw material as usual - see the results of the auctions - Brazilian oil, the energy security of the United States. The submissive vibrate with glee: Welcome Mr. Biden!
